Richard has over 25 years of design experience, and 35 years of civil engineering experience on projects ranging in size up to $39M. His experience includes water and sewer lines (including rehabilitation), pump stations review/improvements, wastewater and water infrastructure, and utility pipelines with WSSC, Baltimore City, and Anne Arundel County. He is a Registered Professional Engineer in 8 states including Maryland and Washington DC, has a BS in Civil Engineering from San Jose State University, and a MS in Civil Engineering from Sacramento State University.
