Elena is an Environment Specialist with more than 35 years of experience with different infrastructure projects. She holds a Master of Arts degree in Planning from University of Puerto Rico. She has understanding of U.S. HUD housing and community development grant programs, preparing Environmental Review Records per HUD regulations, contracting administration; interpreting program regulations, and preparing planning and performance evaluation documents.
